That's not a standard bearing number, just the size with 'H' for 'Honda' in front of it.... it won't help much to source it locally, I'm afraid.
The top one is H2648.515  for 26x48.5x15mm sizes.

I gave you the top one above. 26x48.5x15mm
The seal is also a 'special': it's a radial seal with an axial lip and is 50mm OD, 30mm ID and the body is about 0.9mm thick. SO it's juat a thin washer with a vulcanised on rubber sealing outer edge.
There is no top seal.
